1.What does Processing Timeframe mean on USCIS website, e.g. Nov.14, 2006 for EB3 I-140 (NSC)? Does this mean USCIS begin to process EB3 I-140 with RD on Nov.14, 2006 in this month?

2.My EB3 I-140 RD is Oct.17, 2006. The Processing Timeframe on USCIS website in August 2007 was Oct.17, 2006, in September 2007 was November 15, 2006 and in October 2007(Now) is November 14,2006. Does this mean USCIS already touched my I-140 case in August 2007 but still haven’t finished yet? Is my situation normal? Normally how long people can get the result of I-140 after RD is current on USCIS website?

3.Should I call USCIS or Apply for InfoPass to local office to ask my case? If I call USCIS, are there any side effects to my case?
