I am not expert! But I filed I-140 on July 25, so I have read something about the fee and BBS Posters. Your case was delayed by USPS, but USCIS won't consider your case because they stated that they need to have the case in their hand by July 30 for old fee. As long as you have wrong fee, the other thing is not important any more.

I receive my I-140 receipt from TSC on August 4 while I was waiting on my medical exam. With the receipt in hand, I file my I-485 on August 6.It looks that concurrent filing I140 and I-485 have quite bite of shortcoming if you have no experience and DIY.
