I think so. Your friend's H1B or H4 will become invalid once he leaves US. But he can apply for a new one in US Consulate in China and use it (not the AP) to enter the US. Doing so will keep his H1 status. Remember to bring all the necessary documents for H1B application, such as approved labor conditions, current H1B approval (original), and all other supplymentatory docs. Good luck.
