請問小白兔，皮匠大俠

My 140 approved but 485 pending in local BaltimoreMaryland)where I live now, If I apply for EAD, where should my application go?
I sentto Vervont the end of July, but returned because CIS increase the fee on July 30, 07. The returen letter let me sendto the same address with correct fee, but today it returned again,told me I send to the wrong address, corret one should Mesquite, TX. I am very confused.
