EAD Renewal居然給退了回來

給職業移民的配偶Renew EAD，發往TSC，卻不料整個package 被退了回來。

Per the USCIS announcement issued on June 21, 2007, USCIS instructs applicants that on or after August 29th 2007 to direct file their forms that were transitioned during the 2006 Bi Specialization initiative. The form filing instructions are by geographic jurisdiction and form type.

仔細看了被退回來的I-765表，發現：
右上腳印有 "OMB No. 1615-0040; Expires 08/31/08"
右下腳印有 "Form I-765 (Rev. 07/26/06) Y"
左下腳沒有條型碼。

上網一查，新的I-765表，幾乎一模一樣，但
右上腳印有 "OMB No. 1615-0040; Expires 08/31/08"
右下腳印有 "Form I-765 (Rev. 07/30/07) Y"
左下腳有條型碼。

請教：
1) 退件僅僅是因為I-765表格沒用新的？還是另有其他原因？
2) 人在加州，485於11/2006遞交在TSC受理，EAD也應遞往TSC，對吧？
3) 費用是$340-，對吧？
