In mid-2003, along with the full implementation of SEVIS system, you can get the 2nd OPT without leaving US for some time, if you get 1. any higher degree, or 2. another degree (same, or lower degree) in an undisputably DIFFERENT field,
A person had 1st OPT in Master's in EE can easily get 2nd OPT if towards an MBA, but he may have trouble to get the 2nd OPT if in another EE/CS program which immigration officers may not tell how different they are.
