There is a ten-day grace period for H-1B status after it expires. So, if USCIS receive your transfer petition before October 30,2007 your H-1B transfer will be approved without any problem, but you can not work for the company until your transfer is approved if USCIS receive your petition after Oct. 20, 2007. So, I suggest you use premium processing for this transfer if you think you can not make sure that USCIS can receive you petition before Oct. 20, 2007. If USCIS receive your petiton after October 30, 2007, most likely your transfer still will be apporved, but the I-94 might not be issued. If in that case, you just need to go back to China to get the H-1B visa to enter U.S. That is not big deal because the visa is very easy to get in China. So, you do not need to worry.
