請問，EAD question.

我現在是H-1 visa status. 綠卡 Pending。 我想用EAD在一所大學工作。 為什莫他們不能把我加入 payroll。 他們說我需要transfer H-1。 不是EAD可以任何地方工作嗎？ 謝謝
