You need to ask the university B to file a H-1B Transfer for you. Once you get the new H-1B transfer receipt, then you can begain to work (do not need to wait for the approval). The period of your new H-1B will be 1-3 years beginning 8-1-2004 . Total period of your H-1B is still 6 years including the time you worked for University A.
