and keep piling up those hard one, so they can report to Congress that 90% get done with a few weeks and rest need to additional review. so they can say something both efficiency (more than 90%...) and responsible for national security (endless review for rest of apps)..... if you read those materials attached to MTD (motion to dismiss while you file WOM), they all tell the same story.

We have same experience while we answer thousands of help user email- always answer the easier first, those need additional will be far way back (some may never get answered, unless Boss push for it).

So for those 10%, filing wom will push them finish the job, no other way around. They don't really care about how long you wait for.
