I just called USCIS and found nothing about my information in system. The IO told me that he never encountered such situation before and that he is not in the position to blame the mailroom on it. He said that if we couldn't get the receipt after four months, we can file another petition with the old fees if providing them with the evidence that we filed on July 2 .In the evidence letter, you have to invalidate your checks in the initial filing. So Please try to recall your check number.This is the only information he could give me. I am not sure if everyone got the same response when calling USCIS. Please call USCIS immediately to make sure it is the new policy.
