I called and managed to talk to what they called “second level support officer” after waiting for about 30 minutes. Officer Hernandes answered my call and asked for my first name and date of birth. After that, she said that I am not in the system and there is nothing they can do to help me. She even went on saying that since my information is not in the system so the published receipt notice process date won’t apply to me. She also said that it could be that the mail person accidentally destroyed the mail and then I have to wait until my PD became current to refile. That really pissed me off. (I should ask her USCIS’ policy and procedures regarding destroy incoming mail – if mail man has the right to destroy the mail without any written justification, there is really a deficiency in their internal control!!!) This officer is really irresponsible. She went on saying that it also could be that the mail was returned to sender. That’s ridiculous, it took them 3 months to return the mail?
I was so pissed off, I just hang up……:(
