Your Help/Suggestion Wanted!

I almost got a job offer. My OPT is starting from 06/27/2004. The two technical manager feel very good of me. I have finished reference check, background check, and final application. They promised to sponsor my H1B and green card applications. But in the last step, the immigration lawyer working for the company gave some negative opinion to the HR manager. The lawyer felt my OPT + H1B is troublesome. So my case is pending. They are making final decision in late May or early June.

How can I give some reasonal explanations on current H1B quota to HR manager? Your suggestion is highly appreciated!
