Pjiang or who knows the information, mother-in-law in emergency

My mother-in-law is in emergency room back home. My wife's AP expired last month. If she applied for regular AP, it will take a while.
I heard one can apply for temporary AP in local office under such emergency condition. Can you please let us know if it is possible a get a temporary AP in local office? If it is possible, how to get it?
