收到REFER和排期的關係：不在排期內485就不會審理？

看了PJIANG的那個485程序的帖子，覺得好幾個朋友的例子和PJIANG說的不太符合。按照PJIANG的說法，不在排期內就很難收到REFER，因為沒看材料嘛，事實上我朋友的綠卡在排期外昨天批了，原因是NC結束了，挺疑惑的。
沒懷疑PJIANG老師的意思，就是挺疑惑
