Xiaobaitu abd Pjiang and other expert: is illegal to color copy

Color copy whole passport for 485 application. Looking through somewesites, said it is illegal/federal offense to make color copies of your passport or drivers license. Is it true? We have clor printer at home, so scanned and photocopied all docments in color.
