do a google using key word "CIS OMBUDSMAN DHS(department of homeland security)" read the their webpage, download a complaint sheet to fill out, then mail to them as instructed on the web page. They will review your case and send you a letter if they decide to take yours. They also have a 45-day rule for USCIS to respond. They wrote back to me on Aug 6, 2007 (dated in the letter, received several days later of course), and my 485 updated on Aug 24, and approved on Sept 4. Before that I also faxed to TSC director Upchurch, because CIS misled me to believe that the delay was caused by name check on June 21, 2007. I was then informed by both infopass and FBI that my name check was long done by 2005. Don't believe a word from USCIS rep over the phone. I actually talked to IO from TSC, and she was arrogant and helpless, eventually hung up on me. I report the whole thing to ombudman's office and Director Upchurch TSC too.
