地區號為402的是NSC的，但是fax的文件隻有在被認為是emerency時

才會被接受，也就是 說，如果處理fax的官員認為你的情況並非緊急，fax過去的東西就會直接進垃圾桶。所以 fax並不能代替寫信。
寫信如果用 receipt return mail,會收到有移民局 蓋章顯示收到時間的收據，應該是比fax更好的 reopen證據
