Sorry I was not check the web page these three days.
I think Visa Issue Date is a starting date, it was 08MAY2004 in my case.

You cannot specify what date is Visa Issue Date.

State of Department is not USCIS, so may can be a little faster than before.

One important thing is, According to some immigrate news, this visa revalidation will be terminated soon as need finger print from comming all visa issue, so please hurry up.
