我老婆收到了一個奇怪的AP,請教大家

我老婆今天收到她的AP，我發現跟我2005年收到的不一樣。
1.為什麽Issued Date 和 Prior to date 一樣啊, 那不是一批準就作廢嗎？
2。為什麽 ...into the United States based upon urgent humanitarian reasons or significat public benefit... ？ 也就是說非得緊急人道主義或者公共利益的理由才能回來啊？

我的Date Issued 是 10/11/2005 然後寫的
....
Presentation of the original of this document prior to 10/10/2006 will authorize an immigration officer at the port of entr in the united staes to permit the named bearer, whoe photograph appears hereon, to enter the united states.

我老婆今天收到的Date Issued August 13, 2007然後寫
.....
PAROLE: The named bearer of this authorization is an applicant for adjustment of status under the Act. The bearer departed the United States temporarily and intends to return to the united states to resume proccessing of the adjustment of status application. Presentation of the original of this document prior to August 13,2007 allows a Customs and Border Protectioni (CBP) Inspector at a port-of-entru to parole the named bearer, whose photograph appers hereon, into the United States based upon urgent humanitarian reasons or significat public benefit. This authorization is yalid for multiple applications for arole into the United States during the validity perod noted above. Each parole period shall not exceed one year from the date of parole at the port-of-entry.
