I would reopen it rather than refile, for the fact that your H-1 expired which may disqualify you to extend. Of course an H-1 PP would be much fast.

Not knowing much about I290A or B, I would suggest you to follow the denial letter closely, as how to take next step. Since the denial was based of absence of ETA9035, submission of such doc is sufficient for your reopen case.
