I just went to the local office in Houston for my temporary EAD card yesterday(05/19/2004). I filed my renewal application on March 3rd, the receipt date was March 6th, 2004. The officer told me that the reason my case was pending was that INS was waiting for biometrices(fingerprint and photo took in INS support center) which is the new rule started this year. I didn't get such a notice. Anyway, I got my temporary card in an hour. So I suggest you either call the national INS help line or go to your local office.
