I received letter from Laura Bush, interpretations?

"This is in response to your letter to First Lady Laura Bush regarding the processing of your family’s I-485 applications for adjustment of status. Your letter has been forwarded to the Department of State, and I have been asked to answer your inquiry personally.

Unfortunately, we are unable to provide information about the status of your family’s I-485 applications, as this matter is outside the purview of the Department of State, All processing and adjudication of I-485 applications falls under the jurisdiction of U.S. Citizenship and Immigration Services (USCIS).

In order to be of as much as assistance as possible, we are forwarding your inquiry to USCIS for their attention and response.

We hope this information is helpful."

Why sometimes it is forwarded to FBI, and sometime went back to USCIS? Will this actually help?
