I know that parents may extend their B-2 in one form at one fee, but I am not sure whether or not it may be interpreted that F-1 and F-2 are in same status.
Hence I don't know what f06li's experience is a common practice or is at USCIS's mistake. However it would hurt to use one form at one fee, and re-submit it if it is rejected.
