140都要經過CIS security check？

I-140 filed in June with Premium processing, got RFE on July 10. Turned in requested documents on Aug 03, and now was told it is in security check?
I thought there is only security check in 485 stage, but my lawyer said CIS gives every 140 applicant security check now, anybody's lawyer got the same info?

By the way, my $1000 might be returned because it has not been approved within 15 days.
