There is no problem adjusting status from H-4 to F1, you need to:
1. Apply and get admitted to a college as international student. School will issue you an I-20
2. File Adjustment of Status application with INS to change your status from H-4 to F1. Forgot the form number...

INS has restrictions on what visa can be converted to F1. E.g. B Visa can not be converted to F1. But you should have no problem converting from H-4 (dependent of a temp worker) to F1 (fulltime student)
Read the instuctions on the adjustment of status form, there are other documents you need to prepare.
