廣州移民簽證 問題

My parent will go to 廣州 for 移民簽證. My question is can they immediately get the immigrant visa once they pass the interview or they have to do the finger point and wait for FBI background checking result. If they have to wait for the name + finger checking, how long they can get the second interview? thanks very much
