Xiaobatu and Pjiang, please help me with this question..

I just read something online about 485 filing:

在開始使用新的申請地址30天之內（7月30日至8月28日），如果申請人仍然使用舊的申請地址，移民局還是會接受申請。但是8月28日之後，如果申請人沒有按照新的規定寄往正確的申請地址，移民局將會退件。

Does this mean that even I live in CA, I can still file 485 to TSC before 8/
17? I know that TSC is sometimes better for 140. How about 485? Any
difference in terms of 485 application between TSC and NSC?
