I just went to Infopass today and ask this question. The immigration officer told me that usually we better renew it 90 days before it expires. If after 90 days you haven't get the card, you can 1) give your employer your receipt and see whether they are ok with that and let you work; 2)otherwise, bring a letter from your employer saying that you cannot work without EAD to infopass, and also your receipt, and the infopass immigration officer will help you .
So I think you should try to talk to local immigration officer by visiting infopass.
