In my opinion, the more fedral-projects you are involved (and play key roles), the better chances you will have to show (1) national scope and (2) your exceptional ability. Plus you will be able to collect more supporting letters (the more the better). There is no way those INS guys can really understand what you are doing even if you focus on one project. What you want to do is to give them IMPRESSION that you are important.
