nonpro, a little confused

The other guy had the experience with 824 form. He told me
my child's name will not appear until Guangzhou
consulate sets up the case number.He believe that there is nothing wrong with my 824 receipt.

I am so confused now. Anyway, i will call USCIS to clear it. thanks
