b的情況是適用於申請AP的原因不是調整身份的情況(指公共利益或人道主義緊急入境，c才是適用於I-485申請人
沒有I-485收據，你解釋什麽也沒有用，會被reject,要你補上I-485已經遞交的證明。
解釋的目的，是證明受益人符合人道主義或公共利益入境的條件，那種情況下，沒有遞交485也可以在境外直接 獲簽發AP
