Landing this summer

My hu*****and and I are going to Toronto in this July for landing (before our PR visa expires), we have only one week for all the thing we need to do in person such as applying for PR card, SIN, health care, and so, and need H1 & H4 visa for back to the US. We are worried about that a). How long will it take for having all the staffs done. b). Is Ottawa better than Toronto for getting the US visa. Is there anyone can suggest on my concerns? Thanks in advance and I really appreciate for your help.
