how to prepare OPT-H1 gap RFE

Due to the 3 month gap between OPT and H-1 for the year 2005, I think they will not approve my change of status filed with H-1B application. If they request for more evidence rather than simply reject change change of status, what evidence can I provide? I can change to F-2. Should I file now so the acceptance letter can be used as evidence?
