H1B back to China

I have H1B visa, did not apply for green card yet. Plan to go back to China end of this year. See a lot of people still go to Canada and Mexico to get visa. Does that have better chance? I know they change the 3rd country policy. if you cannot get visa, you canot come back to America.
I know a lot of J-visa holder get security checked in China. what about H1B visa?
