急求有關h1 tansfer receipt就可以到新公司上班的條款

由於種種原因，必須盡快到新公司上班。新公司的HR認為必須收到Approve後才能上班。各位誰有有關h1 tansfer收到receipt就可以到新公司上班的條款提供，不勝感激。

昨天發了帖子，有位朋友講file transfer了後就可以到新公司上班。請問有這方麵的條款嗎？若是這樣的話，辦加急或不加急沒有什麽區別了？
