It depends on how this SEVIS error, once recovered (or if recovered), is interpreted by USCIS. If it is fixed in time and CIS determines that you have never fallen out-of-F1-status, you can apply OPT. Otherwise, if fixed not in time (within 2-month of graduation) or considered a gap, then you WILL lose your OPT chance for this degree.
