請問有沒有salary低於prevailing wage辦成

我得到junior 會計offer，工資隻有 35,000， will move up after 6 months.但也不會升到多高。而我在DOL上查到entry-level accountant prevailing wage in my city is $39,980. 我告訴HR的人我擔心工資太低會影響辦下H1，但她說沒問題，可我覺得她態度很不認真，好像不那麽喜歡招外國人。我得到offer是因為controller要我。
請問這種情況能不能辦下H1啊?
BTW,這是個not-for-profit health care organization.
