來美不是公派， 但以前有公派紀錄，能申請J1豁免嗎

各位大蝦， 本人以前得到過留學基金委的資助出國留學歐洲。按期回國。但不久（在國內沒呆夠兩年）又出國繼續讀博士學位。畢業後來美（J1）， 由美方出資。因為孩子的緣故，近期回國服務兩年不太現實。問我這種情況可以申請豁免嗎？
