This is what I think.

lets say you are assigned a visa number, but your NC is not done until Jan 1st 2008. even you had a visa number allocated to u, but that visa number belongs to 2007, so it is no longer valid in 2008. now you are back in line again.
the same applies to June 2007 filers. luck ones may get approve this year.The rest will facing another round of waiting.
