pjiang and xiaobaitu, please help

The DOS has sent favorable recommendation letter for my J-1 waiver to the USCIS on July 26. But I am not sure whether I can get the J-1 waiver approve notice before Aug.17. Can I just submit the favorable recommendation letter with my I-485 form and after I get the approve notice then submit it to the USCIS? In this case, will the USCIS reject my I-485 application?
