Xiaobaitu and other experts: Questions about amendment H-1B.

My current company has applied for H-1B for me, and I have also received all the approved documents. However, this company will be acquired by another company at the end of this week. My attorney said an amendment H-1B application needs to be filed by the new company. My questions are:
1.Is it required that the new company also pay the $500 anti-fraud fee, and $1500 education and training fee again for this amendment H-1B application?
2. How long will it take for a regular application and a premium application respectively?
3. A premium application costs extra $1300, is it right?
