請教pjing及其他專家：如果140郵局沒能按時送到，我能申訴嗎？

我們上周六在US post office送出140的package,寄到Texas center，是用最快的那種，他們說會在這周一(7/30)下午3點之前送到。

昨天我們上網tracking，發現他們說first attempt to deliver, left a notice, will try to deliver again. After 2nd attempt, they will hold the package for 5 days. If nobody claim it, it will return to the sender.

我的疑問是：
(1) 為什麽送到p.o.box還有這種情況(left notice)？不是應該放進去就可以嗎？這算是他們的服務差錯嗎？

(2) 今天是7/31，如果因為這個問題，我們的140沒能在今天寄到，移民局還會接收嗎？
