Give up green card

My father-in-law did not want live in U.S. for health reasons. But he'd like to visit from time to time without the trouble of getting VISA. Is it possible for him to trade the greed card for multiple entry VISA valid for a long period. I thought I saw a post years ago with similar situation but could not find it. Thanks in advance.
