Why 十月底之前寄往 TSC 的申請，會比寄往 NSC 的要遲拿到收據?

My I-140 is in NSC pending, but my residence address is in MA, belongs to TSC for 485 purpose.

Which center is better for me to send 485? As you said 十月底之前寄往 TSC 的申請，會比寄往 NSC 的要遲拿到收據, NSC is better for me, right?
