I got that kind of stamp on my passport when I applied F-1 visa 4 years ago in Beijing. That time, I was told my application materials were not sufficient. I had to take all my stuff back home and go back to the embassy on another time to show the additional materials in order to get the visa.
I think the difference between my case and a real rejection is that I don't have to pay for my second interview.
