You'd better get an I-20 during the gap. but its possible (especially if you apply for premium processing)that INS approve your H-1B application while at the same time deny your request for change of status in the US, which means INS will forward your H-1B files to US consulate in China and ask you to go back for H-1B visa and re-enter US.
