is my understanding true about Electronic file 140 online

My understanding is:

I can electronic file the 140 online, and pay the application $195 using credit card, and get a receive confirmation immediately. And mail all the I 140 supporting documents and paper 485 and paper AP and EAD package in next few days so the USCIS will receive the package within 7 business days of my e filing of I 140.

So, the latest date you can efile my I 140 is actually this sunday with the old fee. and next tuesday with new fee. and then mail them w/i 4 business days.

We are now NIW DIY ing.
