When I file I-824 I change my mind for my wife to Consular proce

I am Precipal applicant ( I-140 approved)
I-485 filed (7/23)for all family members, but My Wife Has Come Back China today for some reasons.
Her I-485 falure ?
When I can file I-824 for Consular process? before 8/16 or any time just waiting for the response from CIS
How to fill I-824? ( Part 2 ), It should sign my name or my wife name?

I hate CGGGGGGGG!
