You did have your I140 receipt in the package and it got returned to you, right? (critical to determine the reason for a returned package)

Uh, I actually do not know what you should do but if I were you I will try again. The reason I asked about the post stamp is because I thought your package might be reviewed prior to July 17th and the decision was made based on the July 2nd VB. Since the notice letter was on July 16th, maybe I am right.

I am concurrently filing I-140 and I-485. So I am also new to the entire green card application. My judgment/comment on your case is entirely based on what I’ve learned recently at this bbs. So please do check with Pjiang, XiaoBaiTu or other Gurus in this bbs. They may have better opinion.
